The Abidjan Convention has been in forcefor more than a decade, but the twenty-one
countries of West and Central Africa have made very little progress toward developing
a successful regional approach to marine pollution control. In examining the failure of
States to adequately implement the provisions of the Convention, Mr. Dzidzornu first
outlines African environmental policy in general, before discussing the nature of
regional marine pollution control agreements sponsored by the Regional Seas Pro-
gramme of the United Nations Environment Programme. He concludes that, although
the Convention provides a suitable legal framework for resolving marine pollution
problems, the nations of the region lack the necessary political will to enforce environ-
mental regulations which might discourage badly needed foreign investment.
