Between 1929 and the attack on Finland in November 1939, passports were not required by nationals of the five Nordic countries, Denmark, Finland, Iceland, Norway and Sweden for intra-Scandina- vian travel.') Proof of identification was accomplished on presenta- tion of a cheap, easily obtainable vtravel card-K at the frontier, and even this prerequisite for travel, entry and sojourn was abandoned between Denmark and Sweden in 1931 for their nationals crossing the frontier at major frontier stations.2) Almost immediately after the Second World War, co-operation among the Scandinavian nations manifested itself once again. On 29 September and 10 October 1945, Norway and Denmark exchanged Notes at Oslo constituting an Agreement ' concerning the mutual abolition of visas for their natio- nals. By autumn 1945 compulsory visas were abolished for travel between all Scandinavian countries except Finland.4) In September 1945 the Ministers of Social Affairs of the five Nordic States met at Copenhagen and adopted a draft convention and protocol concerning the creation of a common employment market.5) Common political and social ideology led to co-operation6) which encouraged citizens of one Nordic State to travel and settle in other Nordic countries. Abolition of Passports For Scandinavian Citizens In Intra-Scandinavian Travel. In 1946, Sweden proposed the introduction of a new form of Scandi- navian travel card for nationals of Nordic countries which would be usable for all Scandinavian travel. The proposed card was to have a validity of one year, igsued at a cost of one Swedish crown and would contain the bearer's name, description and photograph. It was envisaged that the local police would issue the travel card upon presentation by the applicant of a birth certificate or some similar document verifying his identity and citizenship, and a certification of his photograph by a responsible person known to the police.
