Under these general heads all the law of treason, which is designed
to protect the internal security of the French state, may be conveni-
ently grouped. There are, of course, a great body of detailed rules,
which it would be out of place to develop in a consideration of this
kind, limited as it must be.
In the Code of 1810 there was, as above intimated, provision
made for an Imperial form of government. Thus Art. 86 throws a
sanctity around the person of the Emperor4 equal to that of the mas-
ters of Rome. This section has never been expressly repealed. But,
on the other hand, its provisions are not extended to the President
of the Republic, who is considered to be a private person as far as
his individual safety is concerned, and is given no greater privileges
than the ordinary man.
Belgium
The object in embarking on an investigation of the law of this
comparatively unimportant state, is to show the striking similarity of
the Belgian and Japanese criminal codes in the provisions which
relate to the subject of treason. Of course allowances must be made
for the difference in the forms of the two states, and for their varying
conceptions on most all other matters.    But in doing this, there are
passages which are so much alike that it is not presumption to
assert that one was taken from the other.
The Code PEnal Belgique bears the date of June 8, 1867. It is
divided into two grand parts,5 as we shall notice is the case with the
code of Japan. And, as in that code, the first part is concerned with
crime in general, whereas the second part deals with the particular
offences.
