ABSTRACT
This paper reports on experimental research into the technical and
economic feasibility of deregulating natural gas pipeline and electric
power transmission networks. We ask not only if this is possible but
the related questions of how to do it, and how far in the spectrum
from partial to total deregulation it might go.
Our approach to defining the structure and property rights in the
deregulated forms of these industries is based on two fundamental
