Student, through his parents, appealed reduction of attorney's fees after
partial win of Individuals with Disabilities Education Act suit. Student's
parents sued for reimbursement of cost of private placement and other
expenses. After protracted litigation, the magistrate court found for the
plaintiffs, but only for an amount constituting thirteen percent of the
amount  they had originally requested. Based on the limited recovery, the
magistrate court reduced both the attorney's requested hourly rate by
twenty-five percent and the number of hours the attorney was entitled to
bill by twenty percent. Plaintiffs appealed to the district court. The
district court upheld the magistrate judge's reductions to the award of
attorney's fees. Plaintiff's appealed to the court of appeals. Held: For
the defendant. The court found that the reduction of attorney's fees did
not represent an abuse of discretion on the part of the magistrate judge.
