ARMED  CONFLICTS IN THE TWENTY-FIRST century have become more complex,
unpredictable, and fluid than ever before. The fog of war is thicker, the lines
of conflicts are blurred, actors are difficult to define, massive disinformation
and propaganda disguise facts, and sometimes even identifying the start or end
of hostilities proves onerous.2 These changes have significant repercussions for  121
efforts of the international community-be it the United Nations or regional
security organizations such as the Organization for Security and Co-operation
in Europe (OSCE)-to  prevent, manage, and resolve armed conflicts.3 The fol-
lowing essay discusses key trends in the transformation of armed conflicts, those
trends' impact on multilateral diplomacy, and what new approaches could be
considered to improve the current situation.

KEY TRENDS IN THE TRANSFORMATION OF ARMED CONFLICTS

A large volume of literature has been written on the transformation of armed
conflicts since the end of the Cold War.4 There have been significant shifts in
both quantitative and qualitative aspects of warfare over the past two and a
half decades, which have only accelerated with the turn of the century. Yet the
fundamental essence of war has not changed, and Clausewitz's understanding of
it as a continuation of politics by other means is as valid today as it was back
