INTRODUCTION Convention relating to the Status of Stateless Persons was adopted on 28 September 1954 and came enter into force 1954. One of the objective of the Convention to endeavour to assure stateless persons the widest possible exercise of these fundamental rights and freedoms. It is desired to regulate and improve the status of stateless persons by an international agreement. Thereafter, in pursuance of General Assembly resolution 896 (IX) of December 1954, Convention on the Reduction of Statelessness was adopted in 1961 and entered into force on 13 December 1975. India is not a party to above mentioned Conventions. When the Portuguese and French enclaves in India were taken over by India, a refugee situation situation in situ was averted by the Dadar and Nagar Haveli Citezenship Order, 1962, the Goa, Daman and Diu (Citizenship) Order, 1962 and the Citizenship (Pondicherry) Order, 1962. These measures of Indian Government, by and large, avoided creation of refugees and stateless persons. Goa situated on the West coast if India was under the sway of the Kadambas which lasted till the thirteenth century. Later the territory came under Yadavas of Devnagiri and then under the dynasty of Adil Shah of Bijapur. The Portuguese conquered Goa in February 1510, lost it and re conquered it in November the same year. Goa continued under Portuguese till it was liberated in December 1961. II.
