                            I.   INTRODUCTION

    Privacy is the general right to be let alone. Samuel Warren and
    Louis Brandeis.'

        With  gambling now  legal in many places across the United States,
approximately one  in five adults is actively gambling, whether in person or
through online gaming  platforms.2 As of 2023, thirty-six jurisdictions have
legalized commercial gambling  or online sports betting.3 This expansion in
