1. INTRODUCTION   & BACKGROUND OF ADMINISTRATIVE SEGREGATION IN
                                TEXAS

     The United  States is the largest jailor nation in the world, housing
roughly 20%  of the world's prisoner population though it has only 5% of the
world's  population.'  Texas  recently surpassed  California and   now
incarcerates more offenders than any other state.2 In addition, Texas has the
second  highest rate of isolating offenders in administrative segregation'
