I. INTRODUCTION
If we can just learn how to better grow our cities, we can
also design solutions to many of the global problems that confront
us .... But if we fail to advance sound practices of urbanism,
continuing on the blind urbanization path we have been taking,
we will be designing the global crises of tomorrow.'
This Article will examine the intersections between international and
local level climate action. The disaggregated roots of our global
problems can often be sourced to local drivers, and thus, solutions. The
problem of our changing climate, which is driven by greenhouse gas
emissions, .is intrinsically tied to the ways in which we build up, move
