China - an assiduous rising power of the new world order, involved in an in-
tensive energy policy in the last twenty years in order to maintain its develop-
ing economy, which is exposed to several threats due to insufficient resources.
The book  The Chinese State, Oil and Energy Security by Monique Taylor re-
searches China's oil policy from a historical development point of view, taking
into consideration the impact of governmental policy on the economy, which
triggered the transformation from a centrally planned economy to a market
economy.  According  to the author, the study researched governmental ar-
rangements  within the oil sector throughout decades, its influences on energy
policy articulation and implementation, and the reflection on China's domes-
tic and international behavior in downstream and upstream oil activities.
   There are eight chapters in the book, the first three chapters comprise a
theoretical approach toward a party-state centered oil policy, the role of the
sectorial governance and state capacity, and, moreover, interplay of elite and
bureaucratic power. The final five chapters investigate the case empirically,
according to periods of changes in the political perception of energy security
within the Chinese government,  transformation from self-sufficiency to de-
pendency, and  reforms in ameliorating difficulties to overcome the burden
of accessing global markets with its own companies. The author brilliantly
asserts Chinese oil policy phases: autocratic (1949-1977), limited opening -
the decentralization and corporatization of market-oriented players - (1978-
