The article takes the 2004 Summit of the
Americas as the startingpoint to examine
the ongoing issues regarding migration,
security and mobility rights within a
North American context. It argues that
since 11 September 2001, a distinctive
racist internationalism has amplified the
exclusionary logic of North American
regionalism with respect to the mobility
of people. The article considers the
relevance ofimigration to illuminating the
interplay between security, international
politics and domestic politics. Domestic
security measures instituted in the wake
of September 11 and the revived debate
regarding national borders at the North
American regional level have had a
significant impact on rights of mobility,
particularly movement across borders,
and  underscore the   limitations of
citizenship in the face of the racialized
security threat of terrorism. Rather than
ceasing to be relevant, national borders
are assuming a new importance in the
early twenty-first century in the context of
revitalized  discourses  that posit
immutable differences between peoples of
the West and of the East.

les questions courantes sur les droits de
migration, de scurit6 et de mobilit6 dans
le contexte nord-amiricain. L auteurfait
valoir que depuis le 11 septembre 2001,
un internationalisme racisteparticulier a
amplifig la logique  limitative  du
rigionalisme nord-amgricain en ce qui
concerne la mobilit6 des personnes.
L'auteur 9tudie la pertinence de la
migration  pour  illuminer  l 'action
reciproque de la scuritM, de politiques
internationales  et nationales. Les
mesures de s&uritg nationales mises en
place b la suite des attentats du 11
septembre et l'intensification du dibat
sur les frontikres nationales au niveau
rdgional en Am&ique du Nord ont eu de
sirieuses incidences sur les droits de
mobilitg, surtout sur les mouvements a la
fronti~re, et met en 9vidence les
limitations des citoyens face e la menace
de terrorisme racialis& pour la sdcuriti.
Au lieu de perdre leur pertinence, les
frontikres prennent une    nouvelle
importance au d~but du XLXr sicle dans
le contexte de discours revitalisgsposant
comme    postulat les   diffirences
inalt~rables entre les populations de
l'Occident et de l'Orient.

1.    INTRODUCTION
The 2004 Summit of the Americas in Monterrey, Mexico stands
out for the way in which both Canadian Prime Minister Paul Martin
and Mexican President Vincente Fox focussed on issues relating to
migration, security, and mobility rights at the U.S. border. Indeed,
