INTERNATIONAL HUMAN RIGHTS AND VIOLENCE
AGAINST WOMEN
According to official government statistics, there have been
11,259 dowry-related murders in India in the last three years
A detailed, country-wide survey in Colombia reveals that one
in three women has been emotionally or verbally abused by
her partner, one in five has been physically abused, and one
in ten has been raped by a partner ....
Battering is the greatest single cause of injury among women
in the USA, accounting for more emergency room visits than
auto accidents, muggings, and rape combined.1
In recent years, scholars and advocates have criticized human rights
law for its failure to accord protection to women facing gender-based
violence.2 Although physical abuse of women is pervasive, cutting
across cultural, class, and economic lines, traditional concepts of hu-
man rights have developed within a public, male-dominated frame-
work which does not recognize the experiences of women as women.3
