                              I.      INTRODUCTION

     The Swedish labor force consists of approximately five million
people.' It is evident that there has been a shift in the organization of
businesses and the composition of the workforce during recent decades.
There are a number of lorry drivers on the Swedish highways who are self-
employed, with their businesses registered outside Sweden.2 Sweden has
one of the highest numbers of McDonald's restaurants per capita in Europe,
restaurants that are operated through a franchise system. Large public
employers like municipalities and local regions have outsourced major parts
of the public-financed welfare, like schools, nursing centers, and hospitals
as well as other services like cleaning, to private actors and the public
bodies nowadays buy parts of these services. The Swedish ban on agency
work was lifted in the 1990s and today the number of temporary agency
workers is about 70,000 employees, and in some sectors their presence is
quite visible.4 The use of subcontracting has steadily increased since the
early  1970s. Many workplaces are populated by workers employed by
