I. INTRODUCTION
A recent national survey found that 25% of women will experience
intimate partner violence (IPV) at some point during their lifetimes.'
Alarmingly, a comparison of IPV rates between teens and adults reveals
that teens are at higher risk of such abuses.2 Approximately one in every
five female high school students has been physically and/or sexually
abused by a dating partner.3 Despite growing awareness of the great need
for recognition of teen dating violence (TDV) by the law, only twenty-nine
states have some domestic violence laws that include dating violence
victims, and of these states, only seventeen allow minors to obtain
protective orders.4 These statistics strongly reflect the inadequacy of the
