Resum

Prenent en consideraci6 el paper actual i futur de la intel-ligencia artificial en la licitaci6 publica, el present article es
centra, des de l'6ptica de les directrius de la Llei 15/2022, integral per a la igualtat de tracte i la no-discriminaci6, en
la potencialitat que pot correspondre a la intel-ligencia artificial davant la detecci6 i l'actuaci6 contra les collusions en
la contractaci6 publica. Dins d'aquest nou dret computacional de la competencia o antitrust 3.0 es detallarh el paper
capdavanter que ha assumit l'Autoritat Catalana de la Competencia (ACCO) pel que fa a la posada en marxa, en fase
experimental, de l'eina informhtica ERICCA, i, en parallel, la seva participaci6 activa dins del projecte Computational
Antitrust del Stanford Center for Legal Informatics (CodeX).

ARTIFICIAL INTELLIGENCE IN THE DETECTION OF BID RIGGING PRACTICES: THE
A CCO'S LEADING ROLE

Abstract

Taking into consideration the current and future role of artifcial intelligence in public procurement, and from the
perspective of the guidelines of Law 15/2022 on equal treatment and non-discrimination, this article focuses on the
potential of artificial intelligence in detecting and acting against cartels in public procurement. Based on this new
computational antitrust law, or antitrust 3.0, we will examine the leading role that the Catalan Competition Authority
(ACCO)   has adopted with regard to the experimental implementation of the ERICCA software tool and, in parallel,
its active participation in the Computational Antitrust Project of the Stanford Center for Legal Informatics (CodeX).
