                                DEADLINE ENFORCEMENT ACT

                            Mr. POMBO, from the Committee on Resources,
                                      submitted the following


                                         REPORT

                                       [To accompany H.R. 4882]

                           [Including cost estimate of the Congressional Budget Office]
                    The  Committee  on Resources, to whom  was  referred the bill
                  (H.R. 4882) to ensure the proper remembrance of Vietnam veterans
                  and the Vietnam  War by providing a deadline for the designation
                  of a visitor center for the Vietnam Veterans Memorial, having con-
                  sidered the same, report favorably thereon without amendment and
                  recommend  that the bill do pass.
                                       PURPOSE  OF THE BILL
                    The purpose of H.R. 4882 is to ensure the proper remembrance
                  of Vietnam veterans and the Vietnam War by providing a deadline
                  for the designation of a visitor center for the Vietnam Veterans Me-
                  morial.
                              BACKGROUND  AND  NEED FOR LEGISLATION
                    On  November  1, 2003, legislation authorizing the construction of
                  the Vietnam Veterans Memorial Visitor Center was signed into law
                  by President George W.  Bush (Public Law 108-126). Since then,
                  the Vietnam  Veterans Memorial Fund  (VVMF)  and the National
                  Park  Service (NPS) have worked jointly and extensively to com-
                  plete a analysis of the site for the visitor center. They have com-
                  pleted all the necessary evaluations and environmental analysis re-
                  quired by  the National Capital Planning  Commission  (NCPC)
                  under  the  Commemorative   Works  Act. Their work  continued
                  through  November  2005, when  VVMF   and NPS   transmitted to
                  NCPC   an extensive traffic analysis in preparation for a December
                     49-006
