                    THE RECOMMENDATIONS OF THE NATIONAL COMMISSION ON TER-
                    RORIST ATTACKS UPON THE UNITED STATES

                        Mr. HASTINGS of Florida, from the Committee on Rules,
                                      submitted the following


                                         REPORT

                                       [To accompany H. Res. 567]
                    The Committee on Rules, having had under consideration House
                  Resolution 567, by a non-record vote, report the same to the House
                  with the recommendation that the resolution be adopted.
                             SUMMARY OF PROVISIONS OF THE RESOLUTION
                    The resolution provides for the consideration of the conference re-
                  port to accompany the bill (H.R. 1) to provide for the implementa-
                  tion of the recommendations of the National Commission on Ter-
                  rorist Attacks Upon the United States. The resolution waives all
                  points of order against the conference report and its consideration.
                  Finally, the resolution considers the conference report as read.
                                      EXPLANATION OF WAIVERS
                    The waiver of all points of order against the conference report
                    and against its consideration includes a waiver of clause 8 of rule
                  XXII (requiring a three-day layover of conference reports and the
                  accompanying joint explanatory statement).
