      The PRESIDENT  PRO  TEMPORE  presented the following
LETTER  FROM   THE  ASSISTANT   SECRETARY   OF  WAR,  TRANS-
  MITTING  LETTER  PROM   THE  CHIEF  OF ENGINEERS,   UNITED
  STATES  ARMY,  SUBMITTING   ESTIMATES   FOR  THE  IMPROVE-
  MENT  OF THE  HARBOR  AT  PORTLAND,  ME.

                              Washington, D. 0., April 21, 1896.
  SI:  In compliance with the requirements of Public Resolution No.
39, Fifty-fourth Congress, first session, approved April 10, 1896, being
a joint resolution directing the Secretary of War  to prepare and sub-
mit estimates for the improvement of the harbor at Portland, Maine,
with a view of securing a depth of thirty feet at mean low water, I have
the honor to submit herewith letter from the Chief of Engineers, United
States Army, dated April 17, 1896, upon the subject.

                OFFICE  OF THE CHIEP  OF ENGINEERS,
                                  UNITED  STATES  ARMY,
                              Washington, D. 0., April 17, 1896.
  SIR: Congress, by joint resolution approved April 10, 1896, directs
the Secretary of War to prepare and submit estimates for the improve-
ment of harbor at Portland, Me., with a view of securing a depth of 30
feet at mean low water, and to enable compliance with the terms of the
resolution I have the honor to report that it is estimated the improve-
ment of Portland Harbor to the extent of securing a depth of 30 feet
will cost $770,000, provided the necessary work is done under a con-
tinuous contract; and for a .imited area which could be completed in
one year and supply most urgent requirements $200,000 would suffice*
