  SIR: In compliance with the resolution of the Senate of the 28th
ultimo, I have the honor to transmit herewith the report of the com-
mittee appointed by me to investigate the Bureau of Engraving and
Printing, together with the testimony taken in the investigation; also
the comments of the Director of the Bureau on the committee's report
and a brief rejoinder by the committee.
