  Mr.  OTJEN,  from  the Committee   on War   Claims, submitted  the
                               following

                          [To accompany S. 227.]

  The  Committee  on War  Claims, to whom  was referred the bill (8. 227)
for the relief of George A. Orr, submit the following report:
  A  bill similar in its nature has been before Congress for many years,
and  has often been reported favorably in the House and  in the Senate.
  Your   committee  adopt  now  as their own  the  report made  in the
Senate, first session of the Fifty-fifth Congress, on behalf of the Com-
mittee on Military Affairs, by the Hon. F. M. Cockrell.
  Your  committee  recommend   the passage of the bill.

  The Committee on Military Affairs, to whom was referred the bill (8. 227) for the
relief of George A. Orr, have. duly considered the same and submit the following
report:
  A precisely similar bill was reported favorably and passed in the Senate, and favor-
ably reported in the House in the Fifty-second Congress and likewise in the Fifty-
third and Fifty-fourth Congresses.
  Senate Report 212, Fifty-second Congress, has been reexamined and is again
adopted, and is as follows:
  The Committee on Military Affairs, to whom was referred the bill (5. 2097) for the
relief of George A. Orr, have duly considered the same and submit the following
report:
  The following order was issued by the War Department:
GENERAL  ORDERS,      WAR  DEPARTMENT,  ADJIUTANT-GENERAIJs OFFICE,
     No. 135.                               Washington, September 19, 1869.
  I. By direction of the President the States of Missouri, Arkansas, Kansas, and the
bordering Indian Territory will constitute the Department of the Missouri, and will
be commanded by Maj. Gen. S. R. Curtis, headquarters at -St. Louis.
  Alton, Ill., is attached to the Department of the Missouri.
  II. Western Virginia is attached to the Department of the Ohio, headquarters at
Cincinnati.
  By order of the Secretary of War.
