  SIR: I have the honor to transmit herewith a letter from the Chief
of Engineers, United States Army, dated December 1, instant,
together with reports of Maj. W. L. Marshall, Corps of Engineers,
dated June 25 and November 28, 1900, of a preliminary examination
and survey, respectively, of Buttermilk Channel, New York Harbor,
made in compliance with the emergency river and harbor act of June
6, 1900.

river and harbor act of June 6, 1900, of Buttermilk Channel, New
York Harbor, with a view to obtaining a channel of the same width
