Mr. WARREN, from the Committee on Military Affairs, submitted the
                              following

                           REPORT.
                         [To accompany S. 690.]
  The Committee on Military Affairs, to whom was referred the bill
(S. 690) to correct the military record of Talton T. Davis, herewith
report the same back with the following as a substitute, and recom-
mend that the bill so amended do pass:
           A BILL to correct the military record of Talton T. Davis.
  Be it enacted by the Senate and House of Representatives of the United States of America
in Cmgress assembled, That the Secretary of War be, and he is hereby, authorized and
directed to correct the military record of Talton T. Davis, of Marion, Kansas, late of
Company H, Twenty-first Regiment Kentucky Volunteer Infantry, and to grant him
an honorable discharge as of date October eighth, eighteen hundred and sixty-two:
Provided, That no pay, bounty, or allowances shall be allowed by reason of this act.
  A similar bill was favorably reported and passed in the Fifty-sixth
Congress.
  The report to the Senate in the Fifty-sixth Congress is attached.
