No. 1.
To the honorable the Speaker and members of the Hionse of Representatires of the United States:
The undersigned, Caleb N. Taylor, respectfully represents, that at the election held
on the thirteenth day of October, A. D. 1868, in the fifth congressional district of
Pennsylvania, composed of the Twenty-second, Twenty-third, and Twenty-fifth wards
of the city of Philadelphia, and the county of Bucks, Hon. John R. Reading was re-
turned as elected a member of the forty-first Congress, by a return of the votes of said
district, and, by virtue of the governor's proclamation based on said return, now holds
his seat in your body.
The undersigned further represents that he, and not the said John R. Reading, re-
ceived a majority of all the votes legally cast in said district at that election, and is
therefore entitled to the seat now occupied by said John R. Reading as the representa-
tive of said district in the forty-first Congress.
Your petitioner served upon John R. Reading a notice, in conformity with the act of
Congress passed on the nineteenth day of February, A. D. 1851, regulating contested
elections, that your petitioner would contest said seat of John It. Reading in said firty-
first Congress, and sonic testimony has been taken in conformity with said act and the
act supplementary thereto, approved January 22, A. D. 1869.
Your petitioner therefore asks that the subject may be inquired into by the tHonse
according to the Constitution and laws, and that he may be declared entitled and be
adWliiitted to a seat in the House of Representatives as a member thereof, duly elected
fiom the fifth congressional district of the State of Pennsylvania to the forty-first
Congress.

SIR: It is my intention to contest your claim to a seat in the House of Representa-
tives of the Congress of the United States as a member from the fifth congressional dis-
trict of Pennsylvania in the forty-first Congress, and I hereby notify you of such in-
tention, in pursuance of an act of Congress approved the 19th day of February, A. D.
1851.
The grounds upon which I shall rely in such contest I hereby specify particularly as
follows:
1st. I claim to have received a majority of all the votes legally cast at the election
on the 13th day of October, 1868, in the fifth congressional district of Pennsyviwnia,
and that I am therefore legally entitled to represent the qualified electors of said dis-
trict in the forty-first Congress.
2d. That the returns made by the election officers of the several election divisions
