SIR: Believing I am the legally-elected Representative to the Forty- fifth Congress of the United States from the first congressional district of South Carolina, and that you are not, I hereby notify you that I shall contest your right to the seat in said Congress upon the grounds set out in my memorial to Congress, a copy of which is hereunto attached and made part of this notice.
