SIR: Believing I am the legally-elected Representative to the Forty-
fifth Congress of the United States from the first congressional district
of South Carolina, and that you are not, I hereby notify you that I shall
contest your right to the seat in said Congress upon the grounds set out
in my memorial to Congress, a copy of which is hereunto attached and
made part of this notice.

The memorial of John S. Richardson, a citizen of said State, and resi-

and Vice-President, for governor and other officers of said State,
for members of Congress from said State, and for merobers of the legis-
lature of said State, and officers of the several counties thereof, held on
