ALBANY, April 27, 1886.
The Committee on Privileges and Elections of the New York State
Senate, consisting of Hon. JoHN E. SMtTH, chairman, Hon. Co-
MODORE P. VEDDER, Hon. WILLIAM TRAPHAGItN, met at the Senate
library at 9 o'clock, A. M., this daN, Senators SMrIH and TRAPHAGEN
being present, by authority of a riesdution of the Senate, adopted
on April 15, 1886, which reads as follows:
WHEREAS, There appears in the New York Time newspaper, of
this date, a report of the proceedings of the Senate in reference to
Senate bill, introductory No. 641, and oi the conduct of a member
of the Senate in his legislative capacity in reference thereto, and
WHEREAS, Under the provisions of title 2 of chapter 7 of part 1
of the Revised Statutes, such publication is a contempt of the Sen-
ate, punishable by imprisonment,
Re8olvd, That the committee on privileges and elections is hereby
directed forthwith to inquire as to the responsibility for such publi-
cation and report thereon, together with their recommendation as to
the proper action to be taken by the Senate in regard thereto at the
earliest day practicable, and for the purpose of this inquiry such
committee is empowered to send for persons and papers. . Adopted.

The CHAIRMAN- Senator Raines, you offer in evidence, I sup-
pose, the records?
Senator RAINES - Have you a certified copy of the resolution
under which the committee was autmorized to make the investigation?

Senator RAINEs   If there is no objection I will refer to the of-
ficial Senate journal, page 642, which contains the statement.
The CHAma.AN - You offer a copy of the resolution therein con-
tained, under which these proceedings are had?
Senator R&iNEs - Yes, together with the preliminary statement
which led to the offering of it.
