when

lack of any feeling of conciliation, of trust-
worthiness, on the part of the Communist
inperialists has been clearly shown in-the
prolonged truce discussions in Korea, now
approaching their tenth month. There are
many other danger spots, including Indo-China,
Iran, Burma, Egypt. We have good reason to
believe that the Soviet new budget contains a
15 per cent increase for military expenditures
over the present. year. The Soviets are now
*pendirg more then half their gross national
income for armaments. (If we were to spend
the sane proportion, our appropriations would
come to about $175,000,000,000 in fiscal 1953,
beginning July 1.) All in all, our military
and civilian authorities thought our rear-
manent goals should be set somewhat higher.
QUESTION.    Well, hasn't the program
been stretched out? We've seen that phrase
'stretched out mentioned in the press.
ANSWER. The rearmament program has, in
fact, been lengthened from three years more
or less to four years more or less. But
that's the increased program, not just the
original program of 95 wings, etc., which we
estimated we could do in three years. It' s
like deciding to build a house in three months;
but later deciding to add a couple of more
rooms to it; and agreeing with the builder
