The importance of Population-Health Education has been discussed to improve the very low
health-population of the tribals. The concept of Population-Health Literacy has been
suggested as the fundamental core-content of Population-Health Education, covering
five main themes, namely, Population, Development and Quality of Life, Family Planning,
Child Care, Diet-Nutrition and Health. Examples of audio-visual intervention materials
related to the tribals of Bihar have been given.

POPULATION-HEALTH STATUS AND
HUMAN RESOURCE DEVELOPMENT
(HRD) IN INDIA

Population-Health and HRD
The establishment of an independent
Ministry of Human Resource Development
by the Government of India in 1986
underlines the importance of human factor
in development. In the ultimate analysis, all
development-social, economic, political and
technological-is oriented to the welfare of
the individual. The common man is the
centre-piece of development. The Prime
Minister of India has stressed the
importance of the human factor in
development in his foreword to the Seventh
Five Year Plan document:

In the final analysis, development is not
just about factories, dams and roads,
  development is basically about people.
The goal is the people's material,
  cultural, and spiritual fulfilment. The
human factor, the human context, is of
  supreme value... policies and programmes
in education, health and welfare must
also be reconstructed to provide a fuller
  life for our people.
                     (GOI, 1985a, p. vi)

Health and education are the two
acknowledged most important factors
influencing Human Resource Development.
Health assumes a more important role
vis-a-vis other determinants of HRD
because it comes first in the developmental
