             American Domestic Priorities

             and the Demands of Alliance

             Vietnam   and Watergate  revived  the old question of  whether
America's domestic politics and priorities are compatible with its international
role. Progressively worsening economic  conditions and  rising military costs
have kept the topic alive.
  The  subject remains many-sided and hard to grasp. Analytically, the distinc-
tion between foreign and domestic goals is often elusive. On the one hand, many
domestic aims depend closely upon a certain kind of international order. On the
other, allies who let domestic economic and social conditions deteriorate grow
less reliable. Prescribing the appropriate sum and  balance of  foreign and
domestic claims depends  upon answering  numerous  complex questions: What
are the nation's appropriate external commitments   and acceptable ways  of
meeting them?  What  level of domestic prosperity and welfare is needed to sus-
tain a stable social and political system solidly committed to democratic values?
At  what  point does diverting resources from  civilian purposes undermine
growth and long-range strength, abroad as well as at home? Can the burdens of
external commitments  be shared through the international economy, and if so,
with what  consequences for economic  and  political stability? Analyzing why
policy reaches the answers it does requires understanding the perspectives and
dynamics  of America's mass  and elite opinion, the political process with its
structures and mobilized groups, the economic trends and expectations, and the
role of foreign pressures. Analyses of such matters are highly controversial in
themselves, let alone in conjunction with each other.
