        PORTRAIT OF A POLITICAL GENERAL:
        EDWIN VON MANTEUFFEL AND THE
             CONSTITUTIONAL CONFLICT
                       IN PRUSSIA

THE history of German liberalism in the nineteenth cen-
       tury is a sad story of repeated but vain attempts to re-
       strict the prerogatives of the Crown and to limit its
absolute control over the armed forces of the state. Perhaps
the most  dramatic of these attempts occurred in the 1860's
when  the lower house of the Prussian Parliament sought, by
exercising its budgetary rights, to strengthen its influence in
military questions. This constitutional struggle marked Bis-
marck's debut as a statesman, and the successful defense of the
royal power of command   is usually associated with his name.
But, while Bismarck deserves the credit for having fashioned
the strategy which produced the liberal defeat, there were others
whose efforts in the royal cause were almost equally important.
One  of these was the Chief of the Military Cabinet, Edwin von
Manteuffel, a man whose policies were decisive in preserving for
the army  the dangerous freedom  from parliamentary control
which it enjoyed until 1918.

  The  career of Edwin von Manteuffel has attracted the atten-
tion of few historians outside of his own country.' The fas-

1934), which includes a careful treatment of Manteuffel's policy as Governor of
