Perhaps the most dramatic of these attempts occurred in the 1860's when the lower house of the Prussian Parliament sought, by exercising its budgetary rights, to strengthen its influence in military questions. This constitutional struggle marked Bis- marck's debut as a statesman, and the successful defense of the royal power of command is usually associated with his name. But, while Bismarck deserves the credit for having fashioned the strategy which produced the liberal defeat, there were others whose efforts in the royal cause were almost equally important. One of these was the Chief of the Military Cabinet, Edwin von Manteuffel, a man whose policies were decisive in preserving for the army the dangerous freedom from parliamentary control which it enjoyed until 1918.
