DIVISION ELECTION RESULTS
At the Division's annual meeting and elec-
tion held on August 6. 1995. the following indi-
viduals were elected to Officer and Council
positions:
Chair: John R. Tunheim. Chief Deputy At-
torney General of Minnesota.
Chair-Elect: Daniel L Skoler. Associate
Commissioner for Hearings and Appeals. So-
cial Security Administration.
Vice-Chair: Brenda P. Murra'. Chief Ad-
ministrative Law Judge. U.S. Secunties and Ex-
change Commission.
Secretary: John J Copelan. County Attor-
ney, Broward County. Florida
Treasurer: Cynthia J. Rapp. Staff Attorney.
Supreme Court of the United States
Individuals elected to seats on the Council
were:
Pamela Fanning Carter representing the
National Association of Attorneys General. Rob-
ert Deschamps representing the National Dis-
trict Attorneys Association. Joseph Ferrara.
Council Member at Large. Addle Hailstorks rep-
resenting the National Legal Aid and Defenders
Association. Lieutenant Colonel Gregory
Huckabee. representing the Judge Advocates
Association. Joan McCarthy representing the
Section of Business Law. and Robyn Sembenini
representing the Young Lawyers Division.
COUNCIL MEETING
In addition to Council business reported in
the Chair's Message to the Members. the Coun-
cil discussed the possibility of producing a Gov-
ernment and Public Sector Law Review. reports
from all Division committees were presented and
the Council discussed the successful ethics CLE
program which was presented in conjunction
with the Montana State Bar Association in June.
The Council also studied the possibility of start-
ing an active publications committee. Interested

ABA BUSINESS
The House of Delegates unanimously passed
the first resolution submitted by the Division.
Special credit should go to Division member.
Tamara Miller. a former military lawyer. for her
work in drafting the report. The resolution urged

bar admission authorities to reise their rules to
permit admissions of military- lawv. ers associated
with organized legal serice programs on mo-
tion so that military lawyers stationed in states
where they are not licensed can provide pro bono
legal service. Ten states already have rules per-
mining out of state lawyers engaging in pro bono
serice to appear in state courts
The Dision co-sponsored a resolution of the
Standing Committee on Legal Assistance for
Military Personnel asking the Secretary of De-
fense to provide lawyers with the same profes-
sional liability protection as currently provided
health care professionals under the Soldiers and
Sailors Civil Relief Act when they are called to
acti,.e duty' and a resolution supporting amend-
ments to the Social Security Act providing addi-
tional benefits for working widows and certain
divorced persons. Both resolutions passed.
The House of Delegates considered numer-
ous proposed amendments to the ABA Consti-
tution regarding increased section representation
in the House. on the Board of Governors and
on the Nominating Committee. These measures
were defeated. A special Governance Commit-
tee also presented amendments directed at re-
ducing the membership of the House. Several
of the measures were passed but there was no
reduction in the representation of state and lo-
cal bars. Designated seats on the Nominating
Committee and the Board of Governors were
provided for women and minorities with a sun-
set feature of ten years. The ABA Assembly.
consisting of all members registered at the an-
nual meeting. was eliminated by the House.

WINS PRESIDENTIAL
SHOWCASE STATUS
ABA President. Roberta Ramo. selected
only seven 1996 Annual Meeting programs
for Presidential Showcase Status and our
Division's program was one of the pro-
grams chosen. America: What the Repub-
lic Will Look Like in the 21st Century- will
be presented at the 1996 Annual meeting
in Orlando, Florida. Look for details in up-
coming issues of PASS IT ON.

MESSAGE TO
THE MEMBERS

John R. Tunhelm
Chair 1995-96
Greetings! I am excited to take over as your
Division Chair for 1995-1996 and confident
that this year will be another year of steady
growth for us. We have made great progress
over our first four years of representing the in-
terests of America's public lawyers. I have served
on the Council since 1991 and I have been con-
tinually impressed with the enthusiasm and hard
work performed by Division volunteers-work
that has made our Division a growing, dynamic
and results-oriented unit of the American Bar
Association. I hope that spirit of participation
and accomplishment will continue. I urge mem-
bers to get involved by volunteering to serve on
one of our active Division Committees. A form

I am especially honored to follow General
E.E. Anderson as the Division Chair. Andy
has done a terrific job as Chair and we owe him
our gratitude. General Anderson's Division col-
leagues presented him with a plaque at the An-
nual Meeting in Chicago in appreciation of his
'four star leadership of the Division. Please pass
along your thanks to General Anderson-a job
very well done!
Leadership Institute
One of our major objectives for the upcom-
ing year is to provide more assistance to state
bar associations in creating and rejuvenating gov-
ernment and public sector lawyers entities within
their respective bars. As we are all aware, many
government and public sector lawyers do not
feel that the bar association represents their in-
terests. Our plan is to sponsor a Leadership In-
