Introduction
The handing down of Google Spain by the Court of Justice of the EU (CJEU)
in 2014 and the finalisation of the General Data Protection Regulation
(GDPR) with its explicit language on the 'right to be forgotten' online has
prompted significant and continuing, even if patchy, regulatory intervention
in this area across many parts of the EU. Indeed, following on from original
guidance produced by the Article 29 Working Party in 2014,1 in July 2020 the
European Data Protection Board (EDPB) adopted formal guidelines on
the scope and structure of the right to be forgotten applicable to search
engines and reiterated that it was continuing work to finalise more general
