Learning from one another
It is surprising how seldom we in this country look outside our own system for
solutions to the problems that face us. It is almost as if we discounted the possi-
bility that another nation might have met our difficulty and dealt with it success-
fully. More likely, perhaps, we simply do not believe that other systems would
work  here. It is encouraging, therefore, to find that one organisation exists to
promote  understanding of family law. The fifth World Conference of the Inter-
national Society on Family Law has as its theme the economic security of the
individual and of the family and ways of guaranteeing it. Since the family is the
key group in every known society the conference aim to study family obligations
and  support systems within an international context is very much to be wel-
comed.  Industrial as well as developing countries are in the throes of rapid
change and it is imperative that we learn from each other if we are to understand
and nurture the family which is at the heart of our problems of living.

One man's  meat
Famine  follows drought. We have known this since time began but have not yet
defeated it, although we have the means to do so. Ironically it is our technologi-
cal progress which allows us to see the images of death on our television screens.
We  know that there is more to feeding the hungry than sending the grain and the
transport. We know  from  many an  official survey and warning what diet our
bodies require. Our response to the one is as spasmodic as to the other-a
cheque  for the Relief Fund and a crash diet for ourselves. What kind of dis-
ciplined planning is needed to avoid the twin scourges of hunger and obesity
existing in close proximity in this planet?

Martyrs
Does  every generation need its martyrs? It is more than 10 years since the death
of Maria Colwell and already students on social work courses are found to be
unfamiliar with her name. Who  now remembers  Dennis O'Neill? Yet the mar-
tyrdom of these children profoundly affected attitudes to the provision for chil-
dren in public care. From being a mere modification of the penalties appropriate
for adult offenders, the law relating to children has grown in complexity in
response to these changing attitudes. The Government has received the report
of the Select Committee on Social Services in respect of children in care and has
announced  the setting up of a Working Party to make proposals for codification
of the law. The Secretary of State, Norman Fowler, said in answer to a Parlia-
mentary  Question that he was reassured to find there is agreement on many
matters affecting children in care. He went on to say that society must protect
children but added we have to strike a balance between the differing interests
of the child, the parents, the carer and society. The differing interests have
