Introduction

In the month  before the release of the findings of a Coronial Inquest into the
death  of a mentally ill prisoner in a 'prison hospital' in Sydney, New South
Wales, an article entitled 'Involuntary psychiatric treatment in custody - To be
unequivocally  opposed  or supported  with  safeguards and  significant service
improvements?'   appeared  in Australian and New Zealand  Journal of Psychiatry
(Spencer &  Dean, 2019). In the two page article, two senior Australian forensic
