Journal of Forensic Psychiatry:

                2003 and beyond

The journal sends congratulations and good wishes to Alec Buchanan who
has been appointed to the academic staff of the School of Medicine at Yale.
We  wish  to thank him for his contribution to the journal and we are
delighted that he will continue as a valued member of the Editorial Board
and provide a robust US connection for the journal.
  A  change of Editor-in-Chief inevitably suggests a tour of the horizon of
both the practice of forensic mental health research and care and the scope
and development of the Journal of Forensic Psychiatry.
  In the mental health component of the NHS in the UK we are enduring
'interesting' times. The attrition of the county asylums continues even
though the need for psychiatric admissions is rising. Care in the community
has not successfully taken over the function of lost psychiatric beds and the
benefits of atypical neuroleptics have been partly offset by the psychoses-
inducing effects of illicit drugs.
  A  currently accelerating shortage of consultant psychiatrists both in
general psychiatry and within forensic psychiatry has developed to the point
where exceptional administrative measures are now being taken to secure
suitable candidates for vacant posts. Within elements of forensic psychia-
try-for example, long-term medium  secure care-almost half of the total
provision of beds lies within the independent sector, a development which
adds  complexity  to the process  of commissioning  forensic services,
particularly post-discharge care, and also to personnel planning.
  The  UK  government  has recently published a series of documents that
signal its intention to extend radically the powers and scope of mental health
legislation, culminating in 2002 in a draft Mental Health Bill that has
