Introduction from the editor


   The web of our life is of a mingled yarn, good and
   ill together. (Shakespeare, All's Well That Ends Well, Act 4, Scene 3)

Over the past two decades, policy thinking about the internet has seemed somewhat utopian.
Cyber technologies were  going to transform the human  condition, enrich our minds, bring
people together around  shared interests, and eliminate inequalities. Uncomfortable counter-
narratives tended to be overlooked or pushed away.
   It turns out that the web, like life, is of a mingled yarn. As cyber technologies transform
developed  societies, all of life - the good, the bad and the downright evil - is reflected back
at us from the online environment. When   reality intrudes into our dreams, disillusionment
can quickly follow. Some recovering Internet Utopians are now among  the bleakest voices
about the future of humanity's relationship with technology. But, to view the cyber world as
unremittingly miserable is as distorted as Candide's notion that 'all is for the best in the best
of all possible worlds'.
   Volume  2, Number 1 of the Journal of Cyber Policy focuses on cybercrime and cybersecurity.
The Journal brings together authors from academic, policy and technical backgrounds and
from a  range of disciplines. The articles reflect the duality that Shakespeare understood -
the problems  are real, the scale of the challenge is immense, but positive progress can be
made  through planning, cooperation and persistence.


Contrasting   national   approaches to the fight against cybercrime

In 'Tackling cybercrime - the UK response', Dr Jamie Saunders, Director of Intelligence at the
National Crime Agency, highlights both the alarming scale of cybercrime, and the real progress
that is being made in the fight against it. Yes, there are challenges inherent in coping with an
estimated two million incidents a year in the UK, but public perception that there is little hope
of catching cybercriminals is inaccurate. Within a week of the TalkTalk hack in 2015, arrests had
been  made. Saunders' article emphasises the long-term nature of many actions such as cyber
education and  deflection of young people away  from crime into 'exciting and worthwhile
careers in the cybersecurity industry'.
   A different view is presented by Dr Eviatar Matania, the Director General of Israel's National
Cyber Directorate and his co-authors Lior Yoffe and Tal Goldstein. Whereas Saunders highlights
the need for partnerships between law enforcement  and industry, Matania et al. argue that
states must inevitably move to a single, central cyber authority. This apparently pulls against
current wisdom, which advocates in favour of multi-stakeholder coordination. In fact, the UK
and  Israeli approaches are more similar than they might first appear. UK's newly launched
National Cyber Security Centre is highlighted as an example of 'national coordination', which
in the authors' view is the only way to deliver 'accountability, a critical mass of knowledge
and capabilities, and a clear chain of command'.
