Introduction to Volume 24, 2021
Kathleen Claussen, Sergio Puig, and Michael Waibel
With this issue, the Journal of InternationalEconomic Law launches its 24th volume. This
issue also marks a transition of editors-in-chief: from Professors Chris Brummer and
Joost Pauwelyn to Professors Kathleen Claussen, Sergio Puig, and Michael Waibel. We
are honoured and delighted to follow in the giant footsteps of all former editors-in-
chief of the Journal, including the father of international economic law, Professor John
H. Jackson. We thank Chris and Joost for their invaluable advice over the last several
months that ensured a smooth transition, and their exemplary leadership to which the
Journal and the entire community of international economic law are much indebted.
We wish them well in their exciting new professional endeavors.
Looking forward, we are committed to continuing the outstanding work of our
predecessors which has made the Journal the leading publication in the field of interna-
tional economic law and will count on the support and advice of a remarkable Editorial
Board. We recognize the significant responsibility of guiding the Journal at a time of
unprecedented challenges to societies across the planet. During our five-year tenure, we
will workhard to maintain the legacy of those who have come before and the excellence
of the Journal and of its publisher, Oxford University Press.
From the beginning, the Journal has published interdisciplinary, theoretical, and
empirical work relevant to both scholars and practitioners of international economic
law. We are keen to continue this tradition and publish excellent work across the whole
range of international economic law-trade, investment, finance, tax, labour, intellec-
tual property, data and beyond to the new and evolving areas the field encompasses.
We believe it is important that the Journal features diverse approaches, methods, and
authors, reflective of the transformation of the field in the past quarter century.
When the Journal was founded in 1997, the political and economic environment
looked very different from today. Less than a decade after the end of the Cold War, it
was the period of peak globalization. The World Trade Organization (WTO) and the
North American Free Trade Agreement (NAFTA) were relatively new; Organisation
for Economic Cooperation and Development members tried to negotiate the Multi-
lateral Agreement on Investment (to no avail) and investment treaty arbitration was
uncommon; the International Monetary Fund readily advised members, particularly
those in the developing world, to liberalize their capital accounts; the East Asian finan-
cial crisis and the dotcom bubble (and subsequent burst) had yet to happen-to name
just a few of the many developments of relevance.
