I.      Introduction

        In a world  that has become  increasingly  interconnected, the
digital realm has  proven  to be  both a  blessing and  a curse.1      As
consumers   and businesses navigate this digital landscape, the specter
of cybercriminals taking advantage  of the very same technologies that
promise  convenience   and  security looms  even  greater.2      Over the
years, scammers  and hackers  have evolved, honing  their craft to
