                                   FOREWORD



     It is a great pleasure and privilege to be able to introduce readers to the present pub-
lication which is the results of a Symposium, we held on the 16th and 17th days of September
1993, at Josui-kaikan, Kanda,  Tokyo.  There  gathered eminent scholars of international
problem  from Bangkok,   Brussels, Kyoto, Paris, Tempe  and Warwick,  to exchange  their
views with penetrating insight based upon their precise observation on what is happening
in every part of the world today. They  all have one concern in common;  what it will be
the world  order, which might emerge  up from  this transitional labyrinth of uncertainty?
And  what it will be, or what it should be the role and significance of state sovereignty under
these circumstances of integration and disintegration? Such is another problem of impor-
tance to be considered at the meeting. Readers of this book will certainly find their pur-
suasive answers and suggestions on pages to follow.
    We  are greatly indebted to all participants and authors for their distinguished scholarly
contributions, as well as to the editors and members of Organizing Committee of the Sym-
posium  for their talent to have the meeting quite fruitful and prepare the present publication
for those who wish to enjoy the fruits or such academic excitement as every one joined there
could happily experienced.
    And  finally, we would like to express our deepest appreciation, in particular, to our
Ministry of Education, Science and Culture, the Josuikai (the Alumni Association of Hito-
tsubashi University), and Mr Richard  T. So (the President of Overseas Travel Co. Ltd.)
for their financial support of our Symposium and the present publication.
