THE NEW, NEW COLOSSUS: AN ANNOTATED
VERSION OF 'THE NEW COLOSSUS' BY EMMA
                                LAZARUS

                     Nora Phillipst and Salimah Khojal

The purpose of this annotation is to raise awareness of the extreme
restrictions in U.S. immigration law via a poetic outlet.1 It explores the
juxtaposition of the promises of America with the reality under U.S. im-
migration laws. It delineates the various categories of undesirables that
the United States aims to exclude and remove. Finally, it aims to begin to
demystify U. S. immigration laws to show the extreme restrictions placed
on immigrants.

? Nora Phillips is the founder of the Law Office of Nora E. Phillips, APC, in Boyle
Heights, Los Angeles, incorporated in 2022. She has been practicing immigration law contin-
uously since 2007 and is licensed to practice law in Illinois. Nora is a 2007 graduate of the
DePaul University College of Law. Nora's practice focuses on immigration remedies for sur-
vivors of violence, disabled immigrants, and individuals who have been deported from the
United States. In 2011, Nora co-founded Al Otro Lado, a binational legal services organiza-
tion. Nora served as Legal Director from 2011-2022. Prior to Al Otro Lado, Nora co-founded
Phillips & Urias, LLP, a community immigration law firm in East Los Angeles. Before Phil-
lips & Urias, LLP, Nora was a Staff Attorney at the Central American Resource Center
(CARECEN) in Los Angeles. Prior to CARECEN, Nora was an Equal Justice Works Fellow

I Salimah Khoja, J.D. 2024, City University of New York (CUNY) School of Law; B.A.,
2013, CUNY Queens College. While a student at CUNY Law, Salimah served as Co-Editor-
in-Chief of CUNY Law Review. Salimah is a graduate of CUNY Law's Immigrant and
Noncitizen Rights Clinic, where her research focused on the intersection between the federal
and state marijuana criminalization schemes and their collateral consequences on immigrant
communities. Salimah previously served as an immigration paralegal and as a legal intern at
the International Rescue Committee within the Children's Legal Services to support unaccom-
panied children and low-to-moderate income immigrant families in obtaining immigration re-
lief. She is also a recipient of the Sorensen Center for International Peace and Justice Fellow-
ship. As a Sorensen Fellow, Salimah's research focused on the adverse impact of national
security laws and immigration policies on racial, ethnic, and religious minority communities
after 9/11 and the rise of Islamophobia.
1 The absurd cruelties that result from the application and execution of the US immigra-
tion laws have been highlighted by many artists. For example, the effects of US immigration
laws have been explored musically, when Frank Zappa highlighted sections of the Immigra-
tion and Nationality Act, specifically § 212 regarding inadmissibility, with a full, live orches-
tra in the background. See Paul Staats, Welcome To America-Ensemble Modern [Frank
Zappa], YOUTUBE (July 21, 2008), https://perma.cc/A24P-BJCQ.
