                              Editorial







The  BJPIR  is entering its third year and we, as editors, felt that it was
well enough  established to risk a departure from  its normal format. As
such, we asked our US editor, Guy Peters from the University of Pittsburgh,
to edit a special issue in which US political scientists who have a particular
interest in Britain examined various aspects of contemporary British politics.
  We  chose this as our first special issue for two main reasons. First, one
of the aims of this journal is to put British politics in a comparative per-
spective, thus avoiding the claims of British exceptionalism that have been
common   in much  British politics literature. The contributions to this issue
achieve this in two ways: by directly comparing the United States and the
United Kingdom,   a well-established and fruitful comparison, and by bring-
ing a more critical US perspective to bear on the British case. Secondly, we
wish to promote  an interest in British politics and British political science.
We  hope  this issue of the BJPIR will show that the United Kingdom   has
much  to offer as a case for comparative analysis and that those US readers
who  are attracted to this issue because it includes articles by excellent US
political scientists will continue to read the journal and appreciate the
quality of the future contributions of UK and European political scientists.
  Of  course, Guy Peters is a particularly good choice as editor of this issue
because  he has written extensively on comparative  public policy and, in
much  of this work, the United Kingdom  has been one  of his cases. He has
brought  together contributions by some  of the foremost US  political sci-
entists whose work  has focused, in part, on the United Kingdom. All four
examine  crucial issues in contemporary British politics, with two invoking
a direct comparison with the United States, while the other two show how
a US  critical perspective can throw light on UK developments.  So, Colin
Campbell  and Bert Rockman   compare  'Third Way' politics under Blair and
