Editor's Note


   Armed  Forces and  Society is dedicated to the publication of social-
science-based analyses of military institutions and military affairs. This
objective obviously includes conceptual and empirical analysis of mil-
itary strategy and military tactics. There is a vast production of writings
on military strategy and military tactics, but the bulk of these writings
deal mainly  with the technological dimension. However,  the idea of
territorial defense is deeply rooted in political conceptions, which can be
analyzed in social scientific terms. The key element in territorial defense
is the use of reserve personnel; it is a modern conception of an armed
population.
   Territorial defense is a deliberate political effort to slow, modify, and
even reverse the decline of the mass armed force which is taking place
in selected advanced industrial nations whose defense involves nuclear
weapons.  Territorial defense is thought of as deterrence in depth. Inter-
est in the conception has grown during the last decade.
   We  are pleased to publish a group of articles that include the social
scientific approach to territorial defense. Christopher Jones presents a
striking theme in his article The Warsaw Pact: Military Exercises and
Military Intervention. He argues that the Warsaw Pact military exer-
cises are deliberate efforts by the Russians to prevent the growth of
territorial defense potentials among its Eastern European  satellites.
David  Burke  offers a detailed and realistic analysis of the growth of
territorial defense in Romania in his study, Defense and Mass Mobili-
zation in Romania.   His analysis raises the question of the internal
political control which territorial defense offers the Romanian leader-
ship.
   From  the NATO  point of view, Steven Canby investigates the poten-
tial for territorial defense of Western Europe and concludes with an
optimistic assessment-provided,  of course, his recommendations  are
employed.  The importance of his paper for the interdisciplinary readers
of Armed  Forces and Society is not so much in the specific recommen-
dations that he offers, important though they are, as in the exercise in
organizational analysis of the particular type of organization that con-
stitutes territorial defense.
   Related to territorial defense, another central and crucial topic in the
social science analysis of military strategy is the differing national styles
