                        INTRODUCTION

   Increasingly, the president, members of the strategic elite, and a
growing  number  of congressmen have become  concerned about  the
reduction in United States presence in friendly governments. One in-
strument for establishing this presence has traditionally been the Mili-
tary Assistance Advisory Groups (MAAGs).'   Until 1976, their advi-
sory and representational functions were sizable and highly valued by
host governments. MAAG presence   was a tangible symbol of Ameri-
can interest in the security requirements of host governments. In addi-
tion, they provided the United States government with field informa-
