Civil-Military Relations

in  India

    C   ivil-military relations in Indiaareseemingly based upon several
paradoxes. India is a poor, overpopulated, developing  country, yet
it follows a democratic system of polity, and has achieved striking
scientific and technological advances. At another level it is widely
assumed  that there is a nexus between such underdevelopment   and
military dictatorship, but India has a firm tradition of civil supremacy
over the military.
   That this relationship is well-established is evident from the continu-
ance  of civilian control despite the many crises which have faced
India since its independence. Born  on August  15, 1947, India was
plunged into a holocaust of communal  riots following partition. Soon
thereafter Kashmir  was invaded  and  the Indian army  met its first
test in the face of severe logistical difficulties. And there were further
crises. In 1962 India suffered a traumatic reverse at the hands of
China  in its border dispute. Not unexpectedly, failure sharpened the
edge  of mutual recriminations between  the political leadership, the
civilian bureaucracy, and the higher military apparatus. Yet at no time
was the basic principle of civilian supremacy questioned or challenged.
