               Value Orientations in

                 Military Academies:

           A   Thirteen Country Study

Military life is becoming international at a rapid pace. The U.S.
       Army  is actively engaged around the globe, and the number of UN
operations, international by definition, is increasing. In Europe, espe-
cially, profound changes  are taking place in the structure of national
military organizations. Corresponding to the Europeanization of economic
and political life of the 15 nations of the European Union, national armies
are becoming  international in scope. New international military ventures
are being set up, following in the footsteps of the French-German brigade,
sometimes  on a temporal but usually on a structural basis. The multina-
tional rapid reaction force, consisting of military units from Great Britain,
Belgium,  Germany,  and the Netherlands, is only one such case. The ex-
tension of the French-German brigade to a real Eurocorps (including
Spanish and Belgian  soldiers) is another. And the recent formation of the
1st German/Dutch  Army  Corps  is a third but certainly not final example.
    This internationalization is the expression of a logic of action that
emphasizes  budget cuts and hence favors economies  of scale and scope.
This logic of action has become predominant  in the military sector since
Cold War  threats have diminished. The only way  to keep up operational
strength, while at the same time reducing budgets, is to combine forces


JOSEPH  L. SOETERS  is a professor of sociology at the Royal Netherlands' Military
Academy. His current research focuses on internationalization (e.g., the formation of the 1.
Ge/NL Army  Corps, international interpretations of rules of engagement) and organiza-
tional change in the military sector. He previously conducted organizational studies in
various other sectors such as health care, finance, and the police. He has published in the
Journal of Management Studies; Accounting, Organizations and Society; Organization
Studies; the International Journal of Human Resource Management, Evaluation, Policing
