When we look over the history of this country from the very beginning, it becomes clear that our people and our government, reflecting the will of the people, have opened their hearts, their homes and their pocketbooks whenever the problems of people in distress are brought to their attention. But whenever we face a problem, whether it is refugees or foreign assistance through mutual security or a domestic problem - the building of a highway or a school - we like to do it in a hurry. Unless we are able to accomplish our objective in a reasonable time, we tend to tire of it and to go to some other activity which inspires us and which will take our minds off what might be an even more important job which we have been doing. I do.-not need to tell you that this is exactly the situation with regard to the world's refugee problem. I think that it would be tremendously important that you remind the American people again that for us, where refugees are concerned, it is not just a problem for government, it is a problem for our people, for our voluntary organizations, for individuals. it is tremendously important that you remind the American people again that, where refugees are concerned, it is not just a problem for Government, it is a problem for people, for voluntary organizations, for individuals.
