A MESSAGE FROM EDWARD T. WEAVER
EXECUTIVE DIRECTOR, APWA

APWA is pleased to announce the second
year of publication of the Refugee
Reports. Under a grant from the Office
of Refugee Resettlement, Department of
Health and Human Services, the news-
letter will continue to appear biweekly,
providing information about health,
education, immigration, and human
service activities for refugees across
the country.
     The grant also provides for the
 )ublication of a quarterly journal,
 whichill offer a forum for substan-
 tive issues of concern to all involved
 in the resettlement of refugees. More
 information about the new journal will
 be given in subsequent issues of Refugee
 Reports.
     The grant will allow the Refugee
Resettlement Information Exchange
Project to extend readership of the
newsletter significantly, and to con-
tinue to provide information and tele-
phone referral to other projects, expert
individuals, and activities serving
refugees.
     APWA welcomes Ann Marshall, Project
Manager; Rosemary Tripp, Editor; and
Meredith Preston, Senior Research
Analyst. They join Theresa Ward Warner,
Research Analyst and Toshio Tatara,
Technical Supervisor for the project.
     We hope that the Refugee Reports
will continue to serve your information
needs. Your comments and suggestions
are, as always, welcome.

NCSW ANNUAL FORUM
HIGHLIGHTS REFUGEE ISSUES

The future course of human services was
the focus of the National Conference on
Social Welfare Annual Forum, recently
held in Cleveland. Among the topics dis-
cussed at the Forum were issues in refugee
resettlement. Caring Communities:
Responsible Action for the Eighties was
the first national meeting of an American
professional association to include ses-
  sions on domestic resettlement of
  Indochinese.

  The Federal Role

  At the opening workshop on resettlement
  concerns, Ambassador Victor Palmieri,
,-U.S. Coordinator for Refugee Affairs,
stated the most important thing we have
to do in this country now is to find ways
to build bridges between the various
segments of our society. In the face
of inflation and growing unemployment in
the U.S., and decreasing financial sup-
port for social welfare programs, coop-
