Protest challenging the agency's evaluation of proposals and best-value tradeoff
decision is denied where the record shows that the agency's evaluation was reasonable
and consistent with the terms of the solicitation.
DECISION

Management   and Technical Services Alliance Joint Venture (MTSA),' a small business
of Arlington, Virginia, protests the issuance of a task order to Vector CSP, LLC, a small
business of Elizabeth City, North Carolina, under task order request for proposals (RFP)
No. 70ZO2323R93220001,   issued by the Department of Homeland Security, U.S. Coast
Guard (USCG)  for acquisition and program support services for multiple program
management   offices. The protester challenges the agency's evaluation of MTSA's
technical proposal, the past performance evaluation, and the best-value tradeoff
decision.

We  deny the protest.
