DECISION

Science and Technology Corporation (STC), a small business of Hampton, Virginia,
protests the award of a contract to Analytical Mechanics Associates, Inc. (AMA), also a

meaningful discussions, and made an unreasonable best-value tradeoff decision.

We deny the protest.
