Protest challenging the agency's evaluation of corporate experience is denied where the protester has not demonstrated that the agency's evaluation was unreasonable or inconsistent with the solicitation's terms. 2. Protest challenging the agency's evaluation of key personnel is sustained where the record reflects that the agency engaged in disparate treatment, and the error was prejudicial to the protester. DECISION Sparksoft Corporation, of Columbia, Maryland, protests the issuance of a task order to Titania Solutions Group Inc. (TSG), of McLean, Virginia, under request for proposals (RFP) No. 240296, issued by the Department of Health and Human Services, Centers for Medicare and Medicaid Services (CMS), to provide the CMS Center for Clinical Standards and Quality (CCSQ) with supplemental security testing services. The protester challenges the agency's evaluation of proposals and resulting award decision. We sustain the protest.
